Education -Cosmic Intuition or Material Eldorado

Is a brain drain due to getting better facilies in developed countries where governments bear a large burden, such as education expenses, medical expenses and more.
Poet, founder of the Oriya language, Vyasakabi Fakir Mohan Senapati, in his short story Rebate revotution tried to bring in the then rural India, and raised his voice for women's education and emancipation of women 25 years before British rule, and long before the October Revolution in Russia .
Then whom to blame? Corruption, government, and socio-economic, political and psychological factors for the failure of education system.Despite social thinkers, philosophers have tried to bring revotution in the educational system of the grass-roots level, but how it has trickled down the issue.
